NOTICE IS HEREBY GIVEN that a Joint City Council Meeting will be held in the Council Chamber – 275 East Olive Avenue, Second Floor, on Tuesday, May 19, 2026, at 5:00 p.m., to discuss matters on the attached agenda. 

Members of the public have the option to participate in the meeting via in-person and/or telephonically for Closed Session, General Public Comment, Public Hearings, and Study Sessions. They may also submit their written comments regarding City business using the eComment feature on the City website.

Auxiliary aids and services are available for individuals with speech, vision, or hearing impairments (48-hour notice is required). For more information, please contact the ADA Coordinator at (818) 238-5051.

Public Comment Options:

  1. To speak during Closed Session Public Comment, General Public Comment, Public Hearing Public Comment, and Study Session Public Comment periods during the meeting, members of the public may speak in-person in the Council Chamber or call (818) 238-3335. Speaker time limits will be determined by the Presiding Officer, depending on how many public comment cards are received and how many callers are in the queue at the commencement of each public comment period (as shown below). Additional public comment cards and calls will not be accepted once the public comment period commences.
    • 1 – 20 Total Speakers – 3 minutes each
    • 21 – 39 Total Speakers – 2 minutes each
    • 40+ Total Speakers – 1 minute each

  2. The Reports to Council Public Comment periods are only accepted in person – public comment cards must be submitted before the public comment period begins for each report to Council. Recommendation:
  1. Adopt four individual Resolutions of the Council of the City of Burbank each approving a Modification Agreement regarding the use of 2321 North Catalina Street, 153 West Elmwood Avenue, 1819 Grismer Avenue, and 241 West Verdugo Avenue among the City of Burbank, the Housing Authority of the City of Burbank, and the Burbank Housing Corporation (BHC), making a determination of categorical exclusion under the National Environmental Policy Act, and making a determination of categorical exemption under the California Environmental Quality Act; and
  2. Adopt four individual Resolutions of the Housing Authority of the City of Burbank each approving a Modification Agreement regarding the use of 2321 North Catalina Street, 153 West Elmwood Avenue, 1819 Grismer Avenue, and 241 West Verdugo Avenue among the City of Burbank, the Housing Authority of the City of Burbank, and the Burbank Housing Corporation and making a determination of categorical exemption under the California Environmental Quality Act; and

Adopt A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF BURBANK APPROVING A COMMITMENT LETTER TO ROLL-OVER AN EXISTING HOUSING AUTHORITY LOAN OF $1,664,040 AND TO EXTEND A NEW LOAN OF $5,772,883 TO THE BURBANK HOUSING CORPORATION FOR THE VILLAGE AT FAIRVIEW PROJECT, AND APPROVING AN AWARD OF PROJECT-BASED SECTION 8 VOUCHERS TO THE PROJECT.

Approval of an Amendment to the License Agreement with the Burbank-Glendale-Pasadena Airport Authority for Access to the Hollywood Burbank Airport for the Installation, Operation, and Maintenance of Water Service Connections and Related Appurtenances – Burbank Water and Power Department

 

Recommendation:

Approve an amendment to the License Agreement with the Burbank-Glendale-Pasadena Airport Authority that grants Burbank Water and Power (BWP) access to the Hollywood Burbank Airport for the installation, operation, and maintenance of water service connections and related appurtenances, find the item exempt from the California Environmental Quality Act, and authorize the BWP General Manager, as the City Manager’s designee, to execute the amendment and any other ancillary documents or future amendments to the License Agreement, in form and substance satisfactory to the City Attorney’s Office.

Consider the funding recommendations from the Review Committee, approve the allocation of funding for the 2026 Community Events and Program Grant awards totaling $52,500 for Fiscal Year 2025-26, provide direction, if any, on the allocation of funds for the remaining $2,500, and authorize the City Manager or designee to execute all necessary documentation to effectuate the grant funding.
